Ask a homeowner over 65 in Bexar County what happens to their school tax bill if they sell and buy again, and most will tell you the same thing: it's frozen, so it moves with them. They picture the number on their October tax bill following them to the next address like a piece of furniture.

That is not how it works. What actually travels when a senior or disabled homeowner transfers their tax ceiling is a percentage, not a price. And that single distinction can turn a straightforward move-up purchase into a bigger tax bill than the seller expected, or turn a modest downsize into savings well beyond what anyone budgeted for.

The Ceiling Travels as a Percentage, Not a Price

Bexar Central Appraisal District, the agency that took that name on January 1, 2026 after operating for years as the Bexar Appraisal District, processes tax ceiling transfers through a formal application, not an automatic carryover. Its own guidance is direct about what the transfer actually preserves: the share of your prior tax bill that the ceiling saved you, applied fresh to whatever your next home is worth. The dollar figure printed on your old statement stays with the old house.

That distinction rarely comes up in the conversations sellers over 65 have before they list, and it matters most for exactly the kind of move this team sees often: a homeowner trading a paid-off starter home inside the Loop for something bigger, or something entirely different, in a nearby suburb.

The Same Percentage, Twice the Bill

Run the math the district itself uses as an example. Say a homeowner's ceiling locked their school taxes at half of what they would otherwise owe, a fifty percent savings. On a home where the uncapped school tax would run around three thousand dollars a year, that ceiling holds the actual bill to about fifteen hundred.

Scale that same fifty percent against a home appraised at twice the value. The uncapped tax on that bigger home would run closer to six thousand dollars, and half of six thousand is three thousand. The ceiling percentage never changed. The dollar bill doubled, because it is now being calculated against a larger number.

Flip the move the other direction and the same logic works in the homeowner's favor. Downsize into a home appraised well below the old one, and that same locked-in percentage now applies to a smaller base, which can mean real savings beyond what the seller expected going in. Either way, the number that matters is the new home's appraised value, not the bill the seller has been paying for years.

The Boundary Nobody Mentions: Same Taxing Unit, Same Ceiling

The school district portion of the ceiling transfers anywhere in Texas. County, city, and junior college ceilings work differently. Those only transfer automatically if the next home sits inside the exact same taxing unit as the old one.

Several jurisdictions around San Antonio have adopted their own version of this ceiling on top of the school district freeze, including Bexar County itself, the City of San Antonio, Alamo Community College, and incorporated suburbs such as Shavano Park, Leon Valley, and Live Oak. A senior moving between two homes that both sit inside the City of San Antonio keeps that city-level ceiling without extra paperwork. A senior moving from inside the city to an unincorporated part of the county loses that particular layer, even if the school district ceiling still applies.

Cross a county line entirely, and the process stops being automatic in any form. In that case, the ceiling does not fail quietly. The homeowner has to request a formal Tax Ceiling Certificate from the old appraisal district and carry it to the new one before the new homestead application is approved. Skip that step, and the new tax bill runs at full, uncapped value until someone catches the gap.

Your Ceiling Isn't Just Frozen. It Can Also Shrink in Your Favor.

There is a second way this supposedly fixed number moves, and it happened without anyone applying for anything. Texas voters approved Proposition 13 and Proposition 11 on November 4, 2025, raising the general school district homestead exemption from one hundred thousand dollars to one hundred forty thousand, and raising the additional exemption for seniors and disabled homeowners from ten thousand dollars to sixty thousand, for a combined two hundred thousand dollars in exempted value. Both changes applied retroactively to the 2025 tax year.

Because a senior's ceiling is recalculated whenever the underlying exemption changes, homeowners who already held a ceiling before that vote may have seen their frozen dollar amount reset lower to reflect the bigger exemption, with no new application required. The freeze moved on its own, downward, for people who never touched their paperwork.

Between that and the percentage-based transfer, the pattern is the same. A tax ceiling in Bexar County behaves less like a number carved in stone and more like a formula that recalculates under specific triggers, whether that trigger is a move or a change in state law.

What This Means If You're Weighing a Move

This year's appraisal calendar has already run its course. Bexar Central Appraisal District mailed 2026 Notices of Appraised Value in mid-April, the homestead exemption filing deadline closed April 30, and the protest window shut May 15. None of that touches a ceiling transfer, because that process runs on your closing date, not the spring tax calendar. A homeowner closing this fall can request the transfer the same week they move in.

Before assuming a move-up purchase will cost roughly what the current tax bill suggests, run the actual ratio against the new home's appraised value rather than the old statement. Before assuming a suburb move outside Bexar County will carry the ceiling automatically, build the certificate request into the closing timeline rather than treating it as paperwork to handle later.

  1. Request a copy of the current Tax Ceiling Certificate from Bexar Central Appraisal District so the actual percentage of savings, not just the dollar figure, is in hand.
  2. Check whether the target home sits inside the same city, county, and junior college taxing units as the current one, since anything outside that boundary needs the certificate carried over manually.
  3. On the new homestead exemption application, check the box confirming a tax limitation transfer.
  4. Run the percentage against the new home's likely appraised value before deciding how far up or down in price to move.
